Steam app downloading folder

Step 1: Open Steam client and go to Steam > Settings. Step 2: Click on Steam Library Folders under the Downloads tab. Step 3: In the pop-up that follows, right-click on the Steam folder location. That folder is supposed to store temporary data when downloading games and updates. Clearly there's a problem with Steam cleaning up after itself. Basically nothing will happen if you delete it other than you get free space. It essentially have Steam download the workshop content, then: The game moves it into its respective folders. In-app downloading can be done using the Steamworks SDK and can bypass the workshop folder completely (because we wouldn't want the same thing to be saved and downloaded twice).
Hey, i have over 6GB of Rome2 Download Data in my SteamApps/Downloading Folder. Can i delete it? I installed Rome 2 on a SSD, and i only have MB left, so i need to delete something, and if those 6GB are useless, then i would love to send them to the data-nirvana. In my Steam folder, under steamapps, there is a downloading directory which is totaling more than 5gB. Exploring it shows game files for games that, not only do I not have a local installation for, but have since been removed from my library completely (trial for a HL mod). Steam is currently not downloading anything (paused, suspended or otherwise) and I was wondering whether it was completely safe to just delete the files in steamapps/downloading.
